I bought a ready made motorcyle trailer ($700.00), but if I had to buy one now, I would get a nice small flat bed trailer, buy and mount a front wheel chock on the trailer and install 4 strap tie downs, 2 on each side, although some people will tell you that one strap attached to the handlebars on each side is sufficient. Then get yourself a ramp from one of the motorcyle or car accessory stores. You could build an enclosure on the trailer to protect the bike but that would make the trailer much heavier.
Remember, it's never a good idea to put a bike cover on while trailering the bike, the wind will get under the cover and put added strain on the hold down straps and you'll probably rip the cover not to mention the drag you'll experience.
